Certificate of conformity for low-voltage equipment TR CU 004/2011

According to the technical regulation "About safety of low-voltage equipment" TR CU 004/2011, approved by Decision of CTC dated August 16, 2011 № 768, conformity certificate is issued for some products.

What is covered by technical regulation 004/2011

Electrical equipment intended for use at rated voltages of 50 to 1000 V (inclusive) alternating current and 75 to 1500 V (inclusive) direct current

Validity of previously issued certificates/declarations of conformity until the expiry date, but not later than 15 March 2015.

Warning!!! Beware of counterfeit!!! We want to draw your attention to the fact that unscrupulous certification companies promise to issue a certificate within 1 to 3 days! Be careful, because by law, it is technically impossible! Let me explain why: the application for certification, within 3 days, is registered by a certification body in a specialized state program of Rosakkreditatsiya - FGIS. Then the samples are sent for testing, and the testing laboratory also registers the application from the certification body within 3 days. After the test report is formed (and for electrical equipment, depending on the type, it takes from 10 to 15 days), the laboratory publishes this report in the FGIS Rosakkreditatsiya, after which the certification body can only issue a certificate of conformity. Based on this, you understand that actually in 3 days, much less 1 day, an official, not fake certificate can not be issued!!!

TR CU Certification schemes for low voltage products

1C batch - validity up to 5 years (mandatory site visit)

For 3C batch - no validity period

For single product 4C - validity period - not determined

Applicant can be a manufacturer - member of the Customs Union or an authorized representative of a foreign manufacturer.

Necessary documents

When submitting documents for execution of the certificate of conformity under TR CU "On safety of low-voltage equipment" it is necessary to provide

technical description of the product (image, technical data)

When applying for a batch:

registration documents (OGRN certificate/list of record); 

Supply agreement/contract or contract for the function of a foreign manufacturer; invoice; 

Certificate of quality from the manufacturer (if available).

In the case of the manufacturer:

registration documents (OGRN certificate/list of record); 

The lease contract for the production facilities (for the domestic manufacturer); Agreement for performing the function of a foreign manufacturer; 

quality certificates for the components; 

normative document according to which the product is produced (STO, TU, GOST)

The list of products for which compliance EAC certificate is issued:

Electrical apparatus and appliances for household purposes: 

for cooking and storing food and mechanization of kitchen work; 

for the treatment (washing, ironing, drying, cleaning) of linen, clothing and footwear; 

for cleaning and tidying up rooms; 

to maintain and regulate the microclimate in the premises; 

sanitary and hygienic; 

for hair, nail and skin care; 

body heating; 

vibromassage; 

play, sports and exercise equipment; 

audio and video equipment, television and radio receivers; 

sewing and knitting machines; 

power supplies, chargers, voltage regulators; 

for gardening and horticulture; 

for aquaria and garden ponds; 

electric pumps; lighting equipment and light sources; 

wiring products;

 extension cords. 

Personal electronic computing machinery (personal computers).

 Low-voltage equipment connected to personal electronic computing machines (PCs).

 Electrified tools (electric hand-held and portable machines). 

Electro-musical instruments. 

Cables, wires and cords. 

Automatic circuit breakers, protective disconnecting devices. 

Apparatus for distributing electric power. 

Low-voltage equipment not included in this list shall be subject to confirmation of conformity in the form of declaration of conformity.

Labelling of low-voltage equipment

It is allowed to apply a single product circulation mark only on the packaging and in the accompanying operational documents The marking shall contain:

1、The name and/or designation of the low-voltage equipment (type, make, model),

2、Their key safety-relevant parameters and characteristics,

3、The name and/or trade mark of the manufacturer,

4、The name of the country of manufacture of the low-voltage equipment

All of these must be marked on the equipment and specified in the accompanying Operation Manual. The name of the manufacturer and/or his trade mark, name and designation (type, make, model) shall also be affixed to the packaging.

If it is not possible to mark the information on the packaging, this information may be given only in the accompanying documents for use. The name of the manufacturer and/or his trade mark, name and designation (type, brand, model, if any) shall be attached to the packaging.

Useful information

The operating instructions for the low-voltage equipment must contain

the information contained in the marking (see above under marking); 

information on the intended use of the low-voltage equipment

 characteristics and parameters; 

regulations and conditions of safe operation (use);

 regulations and conditions of installation, storage, transportation (transportation), realization and utilization (if necessary - setting of requirements to them); 

information on measures to be taken in case of failure of this equipment; name and location of the 

Manufacturer (person authorized by the manufacturer), importer, information for contacting them; 

month and year of manufacture and (or) information on the place of application and the method of determining the year of manufacture. 

Operational documents shall be executed on paper. 

They may be accompanied by a set on electronic media. 

The operating documents, which are part of the low-voltage equipment for non-household purposes, may only be executed on electronic carriers.
